Public meeting for Illinois 84 and 92 in Silvis May 12
SILVIS – The Illinois Department of Transportation will host a public meeting from 1 to 6 p.m. on Tuesday, May 12, at The Bend Event Center, 910 Bend Blvd., East Moline, to provide information about the proposed reconstruction of and improvements to the Illinois 84 and 92 (First Avenue) corridor in Silvis. The corridor stretches from west of 19th Street to the Illinois 5 interchange east of Silvis.
Illinois 84/92 is a principal arterial in the IDOT road network and an important east-west corridor through the cities of Silvis, East Moline and eastern parts of the Quad Cities. The concrete pavement was originally constructed in 1938, and the road carries over 9,000 vehicles and heavy trucks daily. IDOT initiated the project study to evaluate rehabilitation and reconstruction concepts because of the poor condition of the existing road.
Proposed corridor improvements include:
- Pavement reconstruction
- New sidewalks and/or shared-use paths on both sides of the road
- On-street parking on the west end and in the business district
- Center two-way left turn lane on the east end
- Separated bicycle lane through the business district
- New curbs, gutters and storm sewers
The public meeting will include exhibits and maps detailing existing conditions and potential improvements, as well as the opportunity to ask questions and provide feedback to the study team. There will be no formal presentation during the meeting, and the public is encouraged to attend any time between 1 p.m. and 6 p.m.
The proposed project may involve the temporary use of land from the Hero Street Monument, Railway Park, and 17th Street Park properties to construct proposed improvements. The temporary use would not affect the activities at the properties or affect the attributes that make the properties eligible for Section 4(f) protection. IDOT is requesting the public’s views on the proposed use of the properties and on the intent to make a Section 4(f) de minimis determination.
Public feedback is important to the success of the study. Meeting materials will be posted to project website and comments and question are encouraged. Those received by Wednesday, May 27 will be included in the public meeting record.

Over the next six years, IDOT is planning to improve 7,107 lane miles of highway and 8.4 million square feet of bridge deck as part of Rebuild Illinois, which is investing $33.2 billion into all modes of transportation.
