Rebuilding Rockford: Interstate, bridge projects highlight another historic construction season 

Gov. Pritzker’s capital program modernizing infrastructure throughout region and Illinois ​ 

ROCKFORD – As part of one of its busiest construction seasons ever, the Illinois Department of Transportation is delivering several major projects in the Rockford area, fueled by Gov. JB Pritzker’s historic, bipartisan Rebuild Illinois capital program. Thirteen projects combined represent an investment of more than $226 million, improving safety and mobility while sustaining and creating good-paying jobs throughout the region. ​ 

“Through Rebuild Illinois, we are making good on our promise to restore and transform our state’s infrastructure while promoting economic growth,” said Gov. Pritzker. “This summer, IDOT will continue to build on years of progress by undertaking construction projects that will create safer roads and bridges and provide jobs across the state. Through these projects, we are demonstrating what government is supposed to do and that’s investing in the people and communities we serve.” ​ 

Of the 13 major projects in the Rockford area, 10 are scheduled to wrap up this year, with the remaining three anticipated to be completed between 2026 and 2027. ​ ​ 

  • Interstate 39, U.S. 20/Harrison Avenue interchange reconstruction in Cherry Valley began in 2024 and is anticipated to be substantially complete in 2025. Lane closures and traffic switches are in place. 
  • Illinois 2 over the Rock River bridge replacement in Rockton began in 2024 and is anticipated to be completed in 2026. One lane of traffic in each direction is using the completed southbound bridge. 
  • Springfield Avenue over Kent Creek bridge replacement in Rockford began in April and is anticipated to be completed later this year. The bridge is closed to traffic and a detour is posted. 
  • U.S. 20 resurfacing from west of Pecatonica Road to Falconer Road in western Winnebago County began in May and is anticipated to be completed in August. Daily lane closures are anticipated. 
  • Illinois 70 (Kilburn Avenue) resurfacing between Safford Road and Glenwood Avenue in Rockford is anticipated to begin and be completed in 2025. Daily lane closures are anticipated. 
  • U.S. Business 20 (East State Street) joint repair between Mill Road and Easton Parkway began June 30 and wrapped up in July. 
  • Illinois 251 resurfacing from Snow Avenue in Loves Park to Whitman Street in Rockford is anticipated to begin and be completed in 2025. Daily lane closures are anticipated. 
  • Illinois 251 resurfacing from Windsor Road in Loves Park to Illinois 173 in Machesney Park is anticipated to begin and be completed in 2025. Daily lane closures are anticipated. 
  • Illinois 2 resurfacing from Roscoe Road to Prairie Hill Road in Rockton is anticipated to begin and be completed in 2025. Daily lane closures are anticipated. 
  • I-39 patching near Perryville Road in Cherry Valley is anticipated to begin and be completed in 2025. Daily lane closures are anticipated. 
  • U.S. 20 resurfacing from east of the Kishwaukee River to Wheeler Road in Cherry Valley is anticipated to begin and be completed in 2025. Daily lane closures are anticipated. 
  • I-39 reconstruction and expansion from U.S. 20 to Harrison Avenue is anticipated to begin in 2026 and be completed in 2027. Lane closures and shifts are anticipated. 
  • U.S. 20 reconstruction and Kishwaukee River bridge replacement are anticipated to begin in 2026 and be completed in 2027. Lane closures and shifts are anticipated. 

“These projects are significant investments that uplift our community by supporting local jobs and preparing our region to meet the economic demands of today and tomorrow,” said state Rep. “These Rebuild Illinois projects represent investments in the safety, mobility and future of our community,” said Rockford Mayor Tom McNamara. “They’re creating jobs, strengthening infrastructure and improving the experience for both our residents and visitors. We’re grateful to Governor Pritzker for his continued commitment to Rockford and the entire region.” 

Passed in 2019, Rebuild Illinois is investing a total of $33.2 billion over six years into the state’s aging transportation system, creating jobs and promoting economic growth. Rebuild Illinois is not only the largest capital program in state history, but also the first that touches all modes of transportation: roads and bridges, transit, waterways, freight and passenger rail, aviation, and bicycle and pedestrian accommodations. ​ ​

Accomplishments through March 31 of Rebuild Illinois include approximately $14.8 billion of improvements statewide on 6,078 miles of highways, 629 bridges and 895 additional safety improvements.
